Purchasing the Separate Ways Bundle, Premium Bundle, or Legendary Bundle from the in-game store unlocks a playset of Agent of the Reeve.
Premium versions of Agent of the Reeve can be unlocked by purchasing the premium bundle or crafting with Shiftstone, after purchasing the base bundle.
