Who Shall Rule? was the third tutorial campaign. It was the third part in the Scions storyline, following The Fire Within and Shades of Time. With patch v1.35 (June 2018), the tutorial was re-designed, combining the three sections into The Empty Throne [1].

Finishing Who Shall Rule? unlocked the basic Puzzles. It also completed the Complete the Campaign starter quest and began the Survivor quest. After the epilogue, players were given their choice of one the basic Totems to receive for free. The other four were then available to purchase in the in-game store.

Campaign[]

The first half of Who Shall Rule? introduces Eilyn and the Primal faction, the second half introduces Rolant and the Justice faction. Players are given more freedom than they had in The Fire Within, without the forced prompts and drawing cards randomly from the campaign decks.

Beating missions unlocks new cards for the player's campaign decks, and are included in the theme decks rewarded on completion of the full campaign.

Eilyn's Story[]

Waylaid! Since Caiphus’ death, the roads outside of Argenport had been overrun by bandits. Eilyn had no idea how bad things had gotten, but it didn’t take her long to find out. Bandit Queen

Rolant's Story[]

What Must Be Done Rolant destroys much of Argenport in order to save it.

Rewards[]

Upon completion of each of Eilyn's and Rolant's sections, players receive the corresponding starter deck. Players will level up their Primal and Justice factions to Level 3 in the process.

Denouement[]

After finishing Who Shall Rule? and it is marked as completed, pressing its 'Play' button will launch the hidden finale to the Scions storyline, The End and the Beginning. Finishing this section completes the Learn the Real Story achievement.
